Why this happened

The collector refused to apply a policy/pricing update it pulled from the cloud (failed validation or a bad snapshot) — it is still enforcing the previous rulebase.

Fix

Open the rulebase in the console and re-save it; the editor validates on save. If it persists, check the collector's diagnostics timeline for the specific validation error.
